SCHIP Program was something important, left undone

The SCHIP Program is not a frill. It's about the basics of health care for U.S. children. I keep hearing about how this party or that party understands money, but the reality is that the Federal Government is being run by two parties, neither of which have a real sense of priorities where it involves spending.

SCHIP is about childrens' health care, which is the most significant responsibility this nation has (right alongside Medicare and Social Security). When did this program became disposable?
